Instructions for the Field Reader System

The instructions below explain the field reader application and grant review process.
  1. You must meet the OPE field reader citizenship, conflict of interest, and technology requirements. These requirements are listed on the registration screen.


  2. You must register in the FRS system. Click here to register.
    Note: If you have previously registered in FRS, you should not do so again. If you need help logging into FRS, please contact the FRS Help Desk


  3. After you register, you will receive an email containing your login information. Enter your username and password in the fields on the FRS home page and click the "Login" button.


  4. Enter the requested information about your background, experience, and expertise in your FRS application. After you complete the data on each screen, click the "Save and Continue" button at the bottom of the page to save the data to the FRS system and display the next page of the application.


  5. After you have completed all of the data entry pages in FRS, your application will display so that you can review it and verify that it is complete and the information is correct.


  6. If your application is complete, click the Continue button from the review page to display the Submmission screen. Click the Submit button on this screen to submit your application to OPE.


  7. Note: You must submit your application after you have completed it to be considered as a field reader.


  8. OPE program staff will review your application and determine which programs you are qualified to review.


  9. If OPE program staff determine that you are qualified, you will receive an email inquiring about your availability to be a reader for a grant competition.


  10. Log into the FRS system and indicate if you are available or not to be a reader for a competition.


  11. If you are selected to be a reader, you will be notified by OPE.


  12. The application review process involves conference call orientation, reading and evaluating applications at home, and discussions with other panelists via conference call. Field readers will receive applications electronically to read, evaluate and score using the U. S. Department of Education's published selection criteria. Field readers will enter comments and scores into the Department's e-Reader system.


  13. If the information in your application needs to be changed, you should log back into FRS to update it. Click on the appropriate tab, change the applicable information, and click the Save and Continue button at the bottom of the page.
